ISPM 15

What is ISPM 15?

ISPM 15 is the 'International Standards for Phytosanitary Measures Publication No. 15 (2009): Regulation of Wood Packaging Material in International Trade'. It is the international standard for regulating the movement of timber packaging and dunnage through international trade and aims to prevent the global spread of timber pests.

What products does ISPM 15 apply to?

ISPM 15 applies to coniferous (softwood) and non-coniferous (hardwood) raw wood packaging material. This includes pallets, dunnage, crating, packing blocks, drums, cases, spools/reels, bulk heads, load boards, pallet collars and skids.

All Wood Packaging Materials that are used in supporting, protecting or carrying a commodity MUST either be heat treated or subjected to Methyl Bromide Fumigation. This is to eliminate any pest that my reside in the wood. Evidence of these treatments is by means of stamped IPPC markings on at least two opposing sides of the wood packaging material.

Exceptions:

These requirements do not apply to raw wood of 6mm or 0,24 inches thickness or less, and wood packaging material constructed entirely from processed wood produced by glue, heat and pressure, or a combination thereof like eg plywood, oriented strand board, particle board, etc.

How long is ISPM 15 accreditation valid and treatment effective for?

According to the standard, ISPM 15 marked solid timber packaging remains compliant provided that no alterations are made to the packaging. However, ISPM 15 treatments only control pests present at the time of treatment, they do not offer permanent protection against post-treatment re-infestation of timber packaging. As per BICON, Australia requires all packaging to be free from biosecurity risk material. Packaging that shows signs of pest infestation will be ordered for treatment, export or destruction..
